UAE Launches Affordable Health Insurance for All Private Sector and Domestic Workers

The UAE’s Ministry of Human Resources and Emiratisation (MoHRE) has introduced a cost-effective health insurance package for private sector employees and domestic workers not currently insured. This initiative, part of the Health Insurance Scheme approved by the UAE Cabinet, is in collaboration with key authorities and insurance companies.

Key Highlights:

  • Coverage Expansion: From 1 January 2025, private sector workers in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah will be covered, ensuring 100% insurance coverage for UAE workers including private sector. Abu Dhabi and Dubai already mandate insurance.
  • Employer Responsibility: Employers must secure this insurance to issue or renew residency permits. However, this applies only when permits are due for renewal after 1 January 2025.
  • Competitive Pricing: The insurance package, available via the DubaiCare Network, costs AED 320 annually, covering individuals aged 1 to 64. Chronic illnesses are included with no waiting period.

Benefits of the New Health Insurance Package:

  • Inpatient Care: Covers up to AED 1,000 annually with a 20% co-payment (max AED 500 per visit).
  • Outpatient Care: Includes a 25% co-payment (max AED 100 per visit), with no co-payment for follow-ups within seven days. Medication costs are capped at 30%, with an annual limit of AED 1,500.
  • Dependents: Family members can also benefit from the same coverage and pricing.

The network includes seven hospitals, 46 clinics, 45 pharmacies, and allows employers to select packages through the DubaiCare Network or accredited insurance companies.

Strategic Impact:

Officials emphasize that the scheme enhances workers’ quality of life, reduces medical costs for employers, and strengthens the UAE’s competitiveness. It aligns with the UAE’s vision for sustainable healthcare and worker protection while supporting economic development.
